UNDP’s Stability and Local Development Plan for Haret Saida identifies the area’s strategic location and the investment value of its commercial and real-estate sectors among its local strengths.
The same plan lists weak planning, limited development projects, constrained municipal resources and underused public spaces among the factors holding the town back. In other words, location alone does not guarantee sound urban growth.
For buyers, owners and developers, the plan suggests a more complete due-diligence checklist: road and utility capacity, zoning and permits, access to public space, municipal service delivery and how a project fits the surrounding neighbourhood.
